New vocabulary management feature

Thanks to Drew's excellent suggestion I've just implemented a new feature in the main menu that runs across the top of the screen (the Primary Links). Now moderators (which includes everyone using the site at the moment) has the ability to add new terms to the current vocabularies, and add whole new vocabularies. Enjoy.

Getting a new vocabulary to show up on the Find Data page

It occurred to me to mention that if you add an entire new vocabulary (not just a new term to an existing vocabulary) that you'll need to let me know so that I can add it so that it shows up on the Find Data page.
